having the same problem. The other thing I like doing to rule out possibilities is verify the Windows system files. You may need your Windows XP disk for this, but you'll go to start -> run and type cmd
This will bring up a console window where you'll type: sfc /scannow
This ensures that all Windows files are accurate and will correct any discrepancies. Since it seems to be happening in both browsers, it may be a problem with the underlying files.
