I agree, it depends on water quality and a few other things.
1. Calcium/Alkalinity/Magnesium
2. Lighting
3. Placement in accordance to lighting and flow
4. Additives (strontium, potassium, iodine, etc)
5. The presence of phosphates and silicates (less is better)
Under the right conditions, pocillopora can be a reasonably fast grower
