Diploprion Bifasciatum-Barred soapfish
This is a soap fish, grouper, that gets to about 4"-8" though most are around 4". It's very thin looking and unlike a lot of other groupers it does move around looking for food. It's an aggressive hunter and will eat small fish and inverts, so you need to be careful when you place one of these in your reef tank.
