No, it's not norm..Believe it or not tangs are delicate....And I have kept up to 5 in the same tank...They are nitrate sensitive, and very much ph and temp too...

Hippo tangs are ich magnets. Question, did you Quarantine the tang before you place it in your tank?

Fish will rub against rocks every once and a while, you just need to make sure it's not all the time as it could be that it has a disease. I would watch it and see if it keeps rubbing against rocks. Also look and see if you see white spots or a white powder look on the Hippo. These are sign of ich. If it keeps doing it, or you see white spots, you should remove it and treat it in a hospital tank.

As for water condition, fish can take a much wider range of conditions than corals or inverts. For fish you want to keep the Ph at least 8.0, but they can take it at 7.8. As for nitrates, fish can take much higher levels than corals or inverts. So levels of 10-60+, which would kill corals, are fine fish, though you should try to keep them low. As for temp, you should try to keep in the range of 74-82 and try and keep in consistent. Fluxs in temp could cause the fish to stress out and develop diseases.

Your tank conditions are good, try and get the temp down below 80. A ph of 8.0-8.6 is ok, so unless it's higher than that I wouldn't worry about it.

So it really comes down to the Hippo itself. Did you QT it before you placed it in the tank and outside of rubbing against rock how does it look?
