and let me know if I can safely vacuum this up without the danger of releasing toxins? If not, any idea how to remove/erradicate something like this? (whatever this is)

I first suck out enough water from tank into 1 bucket to rinse sand then into a 30 gal pale I suck out all cyano algae sand detritus etc etc then swirl sand around much as I can u will be amazed how dirty water gets pump dirty water into sink then use the water I sucked out into first container to give sand few more rinses

Sounds like a good idea. I'll give it a try on my next water change.
