SO I think I solved the problem. I placed some cotton in the venturi tube to quiet it down a bit since it was driving me crazy. Turned out that it helped keep the water level low enough so that its not overflowing when the skimmer is running but the bubbles just barely make it to the top and pop. Will the muffler do that as well?

Sounds like your skimmer is too deep in the water. You should not obstruct the air flow, the more air the better.

My skimmer is not in water, it is out of the sump and being fed strictly from the drain.
