kent power phos new or used?????????

i recieved this from dr. foster and smith, upon open i notice there was no seal, the content was moist, media bag was just thrown in and it was only half full. has anyboby ever used this b4 and is this how kent package this product? need too know weather to return it or not ? thx in advance

Power Phos must remain wet to retain effectiveness; if not using the entire contents of this jar at once, cap tightly.
