MH Lighting Problem

I just purchsed a CustomSeaLife Hood with 2 32W atinic bulbs and 1 Iwasaki 250W MH Bulb. I plugged the bulb into the supplied balast from CustomSeaLife that is for a 250Wm Left it on for around 20Min and nothing happened. Is this normal? What else can I try?

a)Make sure the bulb is fully screwed in.
b)Check all connections - electronic ballasts won't fire unless the quality of the connections are immaculate...
