Either the Turboflotor 1000 or the Kent Nautilus IMO good bang for the buck if you are on a budget.

Perhaps I'm just re-stating the obvious, the words "best" and "lowest priced" rarely occur together when describing most products, let alone protein skimmers. If you want "best", you'll need to compromise your wallet a bit, while if you want "lowest priced", you'll need to compromise bit on quality.
