help with skimmer

I was wondering if anybody out there could help me with my new skimmer? I have an established reef tank and just "upgraded my skimmer.It's a PM bullet-1 and I am using a quiet one to power it.I know it's not pressure rated but I thought the gph this puts out may compensate for that.Apparently this may not be the case as it has been set up for two weeks now and it is still "simmering"Tons of bubbles though and they have all but stopped exiting the skimmer.I assume it is now broken in but still won't froth.Anybody have any suggestions?
