Is there a reason why I couldn't run say 4 return pumps from my sump on a wavemaker where 2 of the pumps equal the amount of circulation needed at any given time?

Ondria, I presume you are talking about in sump pumps, if so then the heat factor must be considered. My experience running Mag pumps like this was that I could expect about 2 degrees difference. They are also quite noisy (vibration wise).

Actually, I was going to put in 4 bulkheads exiting the sump to the pumps. Noise isn't a huge issue as it is in the lobby of our office. (Don't have to worry about not being able to sleep or anything)

Can't offer much advice except that I do not think many pumps will stand up to the on/off of a wavemaker type setup. You will really have to do some research on your pumps and definately keep us posted if you find a particular one that can withstand the abuse.

I have 2 MAGs on a closed loop running on a wavemaker. The only difference is that my pumps cycle on every 6 hours alternating...so I get left to right then right to left movement. I don't think you want to cycle them on and off every 30 seconds. They are not made for that abuse. Instead of putting 4 pumps on a wavemaker...I would investigate a really good solenoid valve that can stand that punishment. They are not cheap, but would be cheaper than 4 pumps.
