Does yours bother other shrimp (as the original poster said his does)? FWIW, my Flame Hawk didn't bother cleaners either for 18 months. Next thing I know I can't keep cleaners alive and the hawk is a cleaner-killing machine machine.

Similar story. I had cleaner shrimps unbothered by my hawk for months. But i tell you; there's no guarantee he will not attack in the future. And he did. Especially, when the shrimps molt; they are not only vulnerable to the hawks but to other carnivores in your tank as well.
I had two cleaner shrimps with my hawk over a year. I thought things were fine. Until one day I lost one shrimp.I them notice my last shrimp hiding. It was like he knew he was doomed. Sure enough he was expensive meal.
I'm thinking about putting a cleaner shrimp in my tank, but I was wondering if my spotted hawk may kill it. I've had 3 coral banded shrimp in the past all killed by him, usually only when I neglect to feed my fish a lot and he wants a snack. Please advise, thanks....
