Hello. I was originally planning on having a 45g sump, but have found an easier solution. I plan on buying two 18g Rubbermaid tubs from K-mart. I will run the water through my filter, into the 1st tub(which holds skimmer + heaters), and then into the 2nd tub(which holds refugium/return section). Would this work?

you bet it would. However, I'd make one the skimmer/heater/return, and the other the fuge. That way you won't have so much flow through the fuge.

Or you could put another tub inside to act as the fuge.

Well, if you have the return with the skimmer, the refugium will need to be before the skimmer. This is bad. The skimmer will skim out the creatures coming out of the refugium.
