Yes, it is temporary.
Someone was ballot stuffing to cause a certain store to rise to the top of the list (we know who you are). After that didn't work, the person tried to level all the stores at 3 stars.
The script for the ratings system is a bit fragile and broke. We are working on a new version with more features which will eliminate the possibility of nefarious balloting.
Sorry for the inconvenience. We expect it to be online in the next week.
