Water changes and a good skimmer will help bring them down but will also help if you list the tanks bio load, a few adult tangs produce a good amount of waste and will tell you how aggressive you need to be.
The bio balls could also be your culprit as they tend to trap food and waste.

I'd say keep up with the water changes and slowly start to remove the bio balls from the system, you can replace them with rubble rock if you'd like.

The bio balls are definatly a problem. Bio balls only take the nitrogen cycle to nitrate, the dont process the nitrate to nitrogen gas. Anerobic bacteria will do that. this bacteria is found deep inside live rock and in deep sand beds. You can encourage anerobic bacteria groth by doesing vodka. being that you only have 100lbs of live rock you still might have a tought time with nitrates. I suggest it to anyone that has a nitrate problem (which i had a 40parts+ problem in a 180 as well) www.aquariepure.com . I put it in and have had 0 parts since with 4 large tangs and 13 fish total. I only suggest it because it works great for me, my tank is thriving now. Good luck. Be sure that your water your changing doesnt have nitrates in it if your not using ro.

i still use my skimmer as well. the water that comes out of it is has no O2 in it because of the anerobic bacteria that do the denitrating work. i have my output from my denitrator pouring out rite next to my skimmer intake to airate it. and i still do get some organics out of the water with it as well, but not nearly as much as before i put it in.

OK.........I have the same problem. A well stocked 70 G with a skimmer & refugium and still have 40 to 50ppm Nitrates. Do you put this De-Nitrater in the sump ? Im doing 2 to 3 20g water changes a month and cant get my nitrates down below 20.
