Anything that needs to be submerged underwater I would recommend printing PETG @ 100% infill. Otherwise, it is very likely to float.

It can be done with a dremel with a diamond bit or if you have one of those fragging saws. Clean cuts are key to reduce damage/stress. Obviously some risk with the process but it can be done.
