It looks like a green cling crab they eat bubble and other algae I dont keep them but they are supposed to be reef safe and I keep lots of hermits in my tank!
sounds like blue/green algae not a true algae but a bacteria can be treated with merycin1 or starved out do a large water change and dont feed anything until gone or ignore its not always a problem
