I am religious about Quarantine. I value the fish in my display tank to much to risk losing them to a silly parasite that can easily be dealt with.

Dargason, Thanks for the comment. I don't think RO water is corrosive enough to cause copper leaching from brass. I'd never use brass in saltwater, but for RO, I'm not concerned. Most homes have copper piping so we'd all be screwed if there was significant leaching.

You can't. You are probably giving them more fuel by doing the water changes, it's a waste of time. Diatoms are a natural part of a tank, using filtered water will reduce the magnitudes, but you can never completely get rid of them. It's kind of like asking how to get rid of all the salt in...
