I have a 4 x 2 x 18" tank. Would 2 x 150W metal halides be ok (tank 2ft deep) or would 2 x 250w be better?

What sort of weight of live rock/ocean would I need for a 4 X 2 x 18" tank.
I am not using live rock as filteration so I was thinking of using ocean rock underneath the live rock to reduce cost.
