Where is the best place to buy sponges from online?

My problem is that the bulb only gets about half the brightness it should be then it shuts off. Neither bulb will light the whole way before they just shut off. Is my problem the bulbs or the ballast?

Is it necessary to have glass or something else in between the tank and the bulbs? I have 2 250watt 10,000k bulbs roughly 4 inches from the surface on my 55 gallon tank. I read somewhere that it reduces the UV by putting something between the water and the bulbs, is this true?
