Yes. To be silent a drain must have either a full siphon or a slow enough flow to let the water nicely run down the pipe. Anything in between and you get gurgling and flushing. This link is a very good drain pipe system but it also has a nice write up about flow speed and what causes noise.

Thanks! I Zip-tied rock to egg crate and then filled in the spaces with pond foam. After the foam set I covered it with slow cure epoxy and poured sand all over it. Let it sit for a few days and then used silicone to attach the sections to the back glass and the overflows.
