I see multiple possibilities
1. Leave them alone once in the tank unless you HAVE TO move them.
2. PO4 is high.
3. AI lights, How deep is your tank? are the lights dimmed at all? Need your system info for a better look into this possibilty.
4. Dosing Iodine without testing for it.
