I have had 60 lbs of uncured live rock cureing in my 55g tank for over 2 weeks the ammonia has spiked and is on the way down according to test kit it is safe range the nitrites are sky high as are the nitrates .My ? is would it be ok to clean up some of the dead stuff on the bottom that is on the sand and do a 20 gallon water change?

Oh ya for sure. Remove the dead stuff and syphon the gunk off the bottom. You can be doing this during the entire process of curing/cycling.

Do 10-20% water changes once a week or so and syphon the slimy stuff out.

After your nitrites come down you can start adding the cleanup crew critters like maybe 4 or 5 snails to help keep the alga in check.
