I am just starting out with a 46gal tank with sump. I will eventually be turning it into a reef.

I do not want to settle on a cheaper protein skimmer just because; Id rather wait another 7 days so I can afford the one I think would be appropriate.

Anyways my point here is, I do not plan on putting any live stock into the tank yet (obviously). Live rock and Live sand are the only things but that is of course once the salt water is in the tank and everything is good to go.

My question is, do I need a protein skimmer at this stage? My judgment is no but I would like confirmation from veterans of the hobby. Since there is no livestock I imagine no ammonia and nitrate so no need for the protein skimmer yet.

I am trying to keep a schedule and if I cant make the water and let the system start running without a protein skimmer...well, thats fine if need be.

First add water with a pump. Then once the water is at the correct temperature and salinity add live rock.

It depends on the live rock you add. If it's the gunky, uncured, mailorder stuff then yes, I think you'll need a skimmer. If it's precured live rock from a local shop and you don't expect much die off, then you could probably be just fine with no skimmer until you start adding critters.

Definately spare no expense and get the ideal equipment for your size tank, even if it means delaying your setup. You'll thank yourself for it later.

Yeah I found a great local shop that sells live rock. Took a look at their supply yesterday and visually, it was very appealing; I would not expect a ton of die off.

Plus, the first few pieces of live rock will end up in my sump anyways

Listen to Brian. Buy the biggest/best first time around. I'm currently in the process of upgrading the equipment I bought during my initial set-up. You will thank yourself.

I started with cured and uncured rock. Didn't start skimming right away. Probably should have.

You're definitely thinking correctly to wait. Even if you have really "gunky" live rock, I think you'd be better off just doing a lot of big water changes and getting the skimmer you really want. A skimmer really is the backbone of your system, so a good one pays huge dividends.
