Thats he start of a diatom bloom - normal on the cycle of a new tank - additionally, the sand bed is going to be getting all kinds of nice colors - greens reds, blues blacks etc as bacterial colnies start building - do a search here on MR for sand beds and thier effectiveness - I am sure there is good reading out there about a healthy sandbed.
most of the time, no matter how well u keep your po4 no3 levels down; your sandbed will accumulate algea especially on the upper potions of the sand bed. thats food source for some the the sand bed critters. thats assuming the sand is established with these creatures. in the morning time the algea should be gone since most of these critters operate at nite.
the diatom(brown algea u see on the side of the front glass tend to appear more because its getting more lighting mostly from your room lighting since thats the part that's exposed. if u tape it over with black tape or cover it up somehow, it should disapear providing your water is good.
