last time i checked was sunday.. alkalinity was 0.15, but my ph was low 7.2

sp i dosed my tank with marine buffer,. i think this is the reason why my alk is high..

i dose half of a tbs...

should I change the water? my torch is not looking so good.. from dark green is now really light green..

Unless there is something suddenly wrong with your water (which is doubtful) ..yes, do a water change & retest.
I didn't say you needed to buy a new test kit, it's always good to first recheck the test you did run, and to be sure that you are doing the test correctly and reading the results properly.
Had you rechecked your results before you added that buffer?

Alk 0.15??..Is that a typo?

The 16 you keep mentioning..is that the KH that you are reading off the chart?
Is this a Salifert test kit?
Does your test kit come from the batch numbers that are shown in the link you just posted? (look in that thread where I posted..I put the problem batch numbers in there). That said, even the kits that were having problems weren't reading more than 1 to 1 1/2 points off.
