i have an aqua safe 6 stage RO/DI. is it supposed to make more 'waste' water than 'clean' water??

The ratio should be:
4 gal waste water - 1 gal product
NYC has some of the best tap water with a reading of around 35 TDS.....but I still wouldn't drink it or use it in a fish tank with the high levels of chlorine & heavy metals.
