It's a lawnmower blenny they only eat algae. Go to a health food store or asian market and look for dried nori. Non-salted no additives. Feed it about a 1x1" piece every day until it gets fatter then you can go to every other day. You can also put it on an algae clip like they sell at the pet store so they can graze it throughout the day and it won't get lost. Most people just place a piece of algae on a clip everymorning for the fish that like to graze, especially if there isn't enough natural algae in the tank.

Algae blenny doesn't really take anything else but live algae. You can try nori, try to place it lower it the tank in a corner so he can eat in peace.

I have an algae blenny which eats everything but algae. The color is a little different than others. It has a brown strip from the head to the tail. It was sold to me as a algae blenny. It also trace other gobies too. I'm not happy with it.

Also if he won't take the dried nori stuff a lot of LFS carry live macro algae for fish, well I know at least Manhattan Aquariums has a tank full of macro algae.
