Are all pc fixture cooling fans noisy?

I got a used (1-2 yrs old) 72" coralife 8x39 watt pc light fixture that is making a lot of noise. It seems to be coming from the 2 cooling fans. Does anyone know if cleaning and oiling the fan would reduce the noise or are all coralife light fixture cooling fans a bit noisy in general even if new? Thanks for any help you can provide.

I would take out the fan compleatly and then clean it off and see what happenes from there.
