I have a small zoa rock that has hair algae on it but I can't rip off the algae easily so I was hoping to get a solution to this problem. I know I can't get a tang unfortunately to eat the algae up. Here's a pic any help greatly appreciated.

Why can't you get a tang? I've got a 3" yellow tank in my 30 gallon sump. I used to dump in 20 hermit crabs in there every other month and one day there was a sale for $25 tangs. Hmm, I said. Let me try that.

But if you looking for something smaller, a bi-color blenny or aquacultured molly miller blennies will do nicely. I say aquacultured because they will tolerate each other versus the wild generic algae blennies which do not. I picked up 3 randomly and also stuck them in the sump. Turned out to be 2 males and a female, which formed one pair (actively laying eggs) and the single male on the hanging out on the other end. Any other source/species of blenny wouldn't be able to do that, let alone 2 males. Tough as nails, but they all do prefer to eat meat instead of algae.
