Being newer to the hobby, I have now a bunch of frags, various, zoas, acans, etc., all on plugs mostly on the bottom in the sand, a few in the rocks.

When do you finally decide to glue frags to the rocks? My fear is when I glue the frag will be in a new spot and maybe it will thrive or not. Is this a big concern or I am over thinking this?

Move the frags closer to the place where you want to keep them permanently. You will be able to determine whether the light and the flow is adequate. If yo notice they are ok in this place, you can remove them from the frag and glue them to the rock.
Think in advance. If you need to frag them later, make sure that the rock is removable. I made a mistake by placing some zoa colony on my main rock. Once they spread and you need to frag them. The only option is to do it inside the tank and this is not an easy task.
