Doesn't matter since the phone is without contract it doesn't sell for the subsidized retail price.

If you unlock them and jailbreak them you could sell them on eBay or craigslist quicker.

Off contract price is exactly the same, matter of a fact that 99 dollar iPhone 4 they offer you really costs you over 1k dollars in data/voice charges over 2 years. Don't think you can get a iPhone 4 off contract for that price or anything near it, the phone still sells for 350-500 bucks on craigslist. I just sold 2 a few weeks ago.
