I have image quality set to Basic jpeg and image size on small. Photo is 215 kb. If the kb is smaller will the photo size be smaller on the post?
How can I reduce the size of the photo on the post so one does not have to use the vertical and horizontal scroll bars to view whole photo?

You need to use a photo editing program to edit the number of pixels in width and height. Changing the quality only reduces the file size, not the size of the image. Typically 800x600 is the largest for the boards for the sake of many users.
