Just wondering...

I was wondering while looking at some pictures of South beach, Miami , if it is safe for people just to take water from those beaches and put it in their tanks as when doing a water change etc...
Is it clean enough?
Is it even legal?
Can you do it on the low if it isn't legal?
Has anybody even done it ?
What are the pros and cons?

From what I understand it would be okay to use if collected on a boat miles off shore. 3-5 miles preferably.
The closer to shore the water is usually themore polluted it is.
As far as being legal I believe it is.
From what I have read on forums they suggest you test the water for salinity, calcium ,alk and mag and adjust if needed before you put it in your tank.
