i read that you are only suppose to use the top clear part after you mix it and let it settle. after i remove the top clear part, can i add more water to the bottom milky half to make more kalkwasser or is this waste water i should throw out?

Im sure you could get away with reusing it a time or two without any consequences. When I mixed mine up in a 15G tank for a week I sometimes would skip the cleaning process and just top it off. I just emptied cleaned my kalk reactor for first time in two month and the sludge that poured out was brown and nasty. I definately wont go that long again. I suspect there are impurities that may not really be very good in the kalk it left in the container long enought to get into a concentrated form. I have read that all kalk powder is not created equal and some isnt necessarily "clean".

yes you can use the leftovers, just add more water, mix it up and let it settle again(it happens in Kalk Stirrers- do a search on them)

More water makes more kalkwasser! If you throw out the milky water, You'd be wasting what would add up over time to be quite a bit of kalkwasser. :D
