Mangrove placement

Well, I got 5 mangrove shoots and I placed them in my refugium. Only 1of them are actually tall enough to come out of the top of the water. Is it bad that the other 4 are competely submerged? Know that the leaves on top is where nitrates and phosphates are being expelled. Will the plants eventually grow out of the top or will they die underwater?

Styrofoam will help them float.They cannot be submerged.Only the roots should be under water.
