MAC Address Filtering is an added layer to your wireless security, or could be your only layer even though not recommended. If this option is enabled, ONLY those MAC addresses on the list can access your WiFi even if they know your WPA/WPA2 (or whichever wireless security you have) passphrase. It's added security, but cumbersome to maintain. You will have to update the list of "approved" devices whenever you want to allow friends/family that visit to get onto your network.

MAC Address Cloning, this process isn't needed as much nowadays; at least to my knowledge. It was for when ISPs would lock MAC addresses to routers they issued and will only assign an IP address to that particular device. If you wanted to use a Linksys/3rd party router, it wouldn't work since the MAC address would be different from the provided router. What you would do on the Linksys/3rd party router is clone the MAC of the router that your ISP gave you, so it'll seem as nothing has changed on their end.
