Whats the best way to point power-heads at the rock at coral up or down?
I know there should be water movement. Does there need to be waves on them surface of the tank? :tongueani

The surface of the water needs to be agitated..moving...rippley as that will give you the best gas exchange.
Then you also need to have flow in & around the corals/rock.

What P/H's are you using and in what size tank?

don't go pointing your PH's directly at your coral. =P

You want to create flow in your whole tank not just where the coral are. If you get your whole tank circulating then the coral will get their water flow.
