The cyanobacteria in my aquarium (est February, 2014) did not seem to be going away or getting worse. I decided to see what would happen if I did a series of 10% water changes (5 gal) every day or two. After changing 30 gallons so far, spots of green began to grow in the fields of red cyanobacteria that covers the the sump interior. The green circles have grown larger every day and are sweeping across the sump surfaces. The picture below was taken from the outside of the plastic sump. You can see the green slime advancing from the bottom up the side with the red cyanobacteria in retreat.
I looked at the green film under a microscope and it has a more complex structure than the cyanobacteria film. There seems to be a greater variety of cells. The snails seam to be eating it.
For the stats fans, current nitrate level is 0.2 ppm (Salifert) and phosphate level 0.25 ppm (Salifert). These numbers have come down a little presumedly because of the water changes.
