A buddy of mine gave me a 8-10lb rock that he had out of the water for a month in a styrofoam box. I just picked it up and it still has some live bristle worms on the bottom lol.

What should I do to make this reef ready? I have a 10gal tank can I just put it in there with a heater and air pump and do weekly water changes for a month then test? Do I need a skimmer in with it?

Also I have some BRS dry rock frag rubble can I put that it with it?

Yes and yes. Try to use a power head rather than an air pump if possible. No need for a skimmer though.
