Sebae Clown Sick: Please Diagnose

While checking out the tank today, I noticed that one of my Sebae clown's eyes were cloudy and her fins seemed cut up. I think that this might be HLLE, but am not sure. I also noticed on my Yellow tang that above her right eye, there is a white cut and on my blue hippo tang, she has a few cuts as well. I read somewhere that HLLE is caused by stray voltage, but I have no idea what stray voltage is and how it can be prevented.

I feed my fish a variety of frozen foods and nori, all my water params. are stable and the fish are active. Do you guys think this might be early signs of HLLE?
