Skimmer, RODI, and maybe a cheap tank over 55 gals (Or trade), and circulation pumps

Hello, I am interested in a good skimmer and RODI... My max budget is 335$ I would like the skimmer to be an out of sump skimmer, because my sump is very small. any type of circulation pump is fine, just not the REALY expensive ones, because I tend to break stuff I will be able to pick up any where in nyc or near Pearl river NY.
