'Vincent' bill in CA

Anyone heard of this?

My LFS told me they were required by law to give out care sheets for any live animal sold. They have also been advised to have all customers sign a log saying they recieved a care sheet. Apparently if they are caught not giving out a care sheet, they can be fined 250 bucks for each infraction.

It seems like a bad thing. More paperwork and time spent by the stores for info that people will still ignore.

How did this happen and am I wrong - is it a good thing?
