what is this, maybe coldwater corals?

Hey i live in the Bronx on the Long Island Sound and had just came off a boat and saw these things attached to a dock after i got off a boat that looked like they could maybe be some kind of corals or maybe fish eggs but they formed in some strangely specific patterns so I doubt they're eggs....the area around them had tons of stunning sponges and stuff i wouldnt imagine being able to even live in the sound....I figure that someone here should know what theis is?

...yea let me fry some up skene lol.....ill take a look into the barnacle idea...but these are squishy not like barnacles?
