Just my opinion, but I say go for the live rock if that's what you want. You may get a a few unwelcome hitchhikers (although I doubt you'll get any really nasty mega-pests, like mantis shrimp and gorilla crabs, if your buying the rock from a LFS, which has probably had it long enough to weed out these pests). But I would make sure to carefully examine each piece for smaller pest anemones, bryopsis algae, and the like.

IMO, dry rock carries with it some serious risks, unless you're prepared to spend a considerable amount of time and effort ensuring that the rock is not laden with PO4 and/or removing PO4 from the rocks, through lanthium chloride soaks and other means. I'm not saying that all dry rock is laden with PO4, but I've read enough horror stories on the forums to say it is a real concern.
