No, but most are. You'll find that most of the Hogfish, which are Wrasses, aren't jumpers but the Fairy and Flasher Wrasses are.
Are the hogfish reef safe?

They are reef safe, wouldn't bother corals, but some will eat inverts, like Shrimp, Hermit Crabs and Snails. The bigger problem is some of the Hogfish can get to be a pretty good size, though you can keep smaller ones for quite some time before they out grow your tank.
I have had a melanurus wrasse and a radiant wrasse for years never jumped they sleep and hide in the sand bed so they dive don't jump and completely reef safe except hermits if they are very hungry. the melanurus is an awesome fish and they kill flat worms, red bugs, pyramid snails they are great reef fish and very beautiful
Fortunately, they haven't jumped ... yet!
All tanks should be covered, just about ANY fish may jump

The Bodianus bimaculatus I had was quite the jumper! Beautiful reef fish!
agreed and with no disrespect all fish MAY jump just like all fish may eat your corals but some are more predictable than others in my experience the Halichoeres wrasses are less prone to jumping than other wrasses and are not easily spooked wich could lead to jumping. My wrasses will eat right out of my hand with out a ounce of hesitation

i had a mystery, mccosker , and leopard wrasse in my old 220, they never jumped.
two of three burrow in the sand bed but the mccoskers flasher that's a jumper you got lucky with him

+1 I used to have a radiant wrasse that was jumping and hitting mesh cover on a daily basis. Wrasses often jump out when they see something floating on the surface. I wouldn't trust any wrasse, they're hyperactive fish that like to jump.
