i am looking to buy a whole setup of fish for a 36 gal tank. the only other living things i have in the tank are snails and hermit crabs. i want up to 7 fish and on a budget. exotic fish would be nice.

Before you add any fish i would suggest that you do your own research on the fishes you would consider adding and which ones to add first.

start with a percula clown. (like everyone else)

yeah you could do a clown pair, a goby, and/or 2 other small fish. dottybacks, damsels, gobies is where you should stay..

when i get a pair of clowns should i put them in i day after another or both at the same time and is there an order to putting the fish in or all at once

All fun aside do some research poor fish.

Neon gobies, clown gobies, chalk bass, royal gramma, cardinals.
You should be able to get 5 fish from this group in your tank besides the clown. But you mat have a problem since the clowns are there already they may decide it all belongs to them and they may not welcome any new commers.

sais some sites that a rule of thumb is 1 in of fish per gal. is that an ok rule, taking in max size, compatility and aggresivenes to consideration?

Hell no

clowns get 4-5 inchs, of course this wont happen over night but you dont need to overcrowd from the get-go. Your 36gal needs the 2clowns you already have a royal gramma etc. the next fish or (next 2 fish max) need to be small and stay small, and in a yr (if they are still alive) your clowns will want a bigger tank)
FYI-- the grouper thing was a joke, Dont even consider it.
And yes dori in "finding nemo" was cute but dont consider getting her for your tank

yes i do want to buy, but i am not sure what fish
