Does anyone local deliver? or fedex?

Why? You don't have a mandarin or a wrasse or any other picky fish that will only eat copepods.... you're probably making plenty of them in your tank right now.

I plan to add a mandarin, so im stocking up on pods, and might be adding a refugium if I cant build up a thriving population.

You can't "stock up" on pods as their population is dictated by available food supply.
