O2 or nitrogen measurements in a tank

Does anyone here have the capabilies to measure the level of nitrogen or O2 saturation in a tank. I have a fish that has developed what I think is gas bubble disease.

I hear this is an expensive tool and I'd be willing to pay a fair price to have you come out and measure it.

Also, does anyone know what type of fish this is?

So the gas bubble disease on this fish went away. Still looking for some help on how I can get my water tested. Also can anyone ID the fish?

I think it's a Spinecheek or Scolopsis.
