I've never heard of someone renting a CO2 tank long term. Your best bet is to buy a used one, since most places require that you swap the tank to get new CO2. If you buy a used one, make sure that the tank has a current hydro test stamp on it, otherwise you'll have to pay more for the test.

Some places to consider checking for a tank are welding and beer brewing forums, in addition to aquarium forums.

The place that refills them in Manhattan (they swap them) do not check the test sticker, they include testing the tanks in their pricing apparently. It cost $20 to swap a 10LB tank last time I went.

My dad is selling a calcium reaction with the tank and everything else. If you just want a tank they sell for $30-90 used and you can find them here or on other forums. I found a few on a planted tank forum and lucked out and bought two from someone here on MR.
